City of Indianapolis Indianapolis - Marion County Community Justice Campus

The Indianapolis Local Public Improvement Bond Bank

Shiel Sexton was the City of Indianapolis’ representative of construction management services for the new Community Justice Campus on the city’s southeast side.

The 50-acre campus supports holistic criminal justice reform in the city with a focus on recovery and rehabilitation. The complex is built on a former coke production plant which underwent massive environmental remediation before work began. The complex includes a new 2,700-bed jail with an additional 300 beds for medical purposes, a 12-story consolidated courthouse for civil, criminal, juvenile and probate courts, and a 60-bed Assessment and Intervention Center (AIC) as a key piece of the intake and diversion function. The AIC opened in December 2020 and the remainder of the campus opened in January 2022.

Following the completion of the main campus, Shiel Sexton continued its role during the construction of the Youth and Family Services Center and Coroner’s/Forensics Laboratories on the same site.
